ROYAL COMMISSION: Paedophile Steve Larkins allowed to be with youths

ABUSER: Steve Larkins is eligible for parole this month. A REGIONAL head of Scouts Australia was more concerned about the organisation’s reputation than taking effective action against a paedophile, a royal commission said.

The Royal Commission into Institutional Responses to Child Sexual Abuse yesterday handed down the findings of its first case study.

The study looked at how paedophile Steve Larkins managed to operate unchecked for almost 15 years, first as a Scout leader and then as the head of the Hunter Aboriginal Children’s Service.

He was jailed in 2012 for the indecent assault of two boys as well as possession of child pornography.

He is eligible for parole at the end of this month.

In a damning report, the commission found that despite standing down Larkins from one Scout troop in 1994 following a complaint, he was able to join another in the Hunter Region and become a district leader.

Following another complaint in 1997, Scouts Australia NSW conducted an internal investigation and found there were previous incidents involving Larkins.

The then regional commissioner, Allan Currie, issued Larkins with an official warning and placed it on his personnel file. The warning should have stopped Larkins having face-to-face contact with Scouts.

Mr Currie’s warning was ineffective, as Larkins ‘‘was able to be in the company of young scouts with no other adult present’’.

The commission yesterday found that Mr Currie’s actions in relation to Larkins in 1997 ‘‘were influenced by his desire to protect the reputation of Scouts Australia NSW’’.

The 27 findings also point to a series of failures by the NSW Department of Community Services, the Office of the Children’s Guardian, and the Commission for Children and Young People. AAP
